Finding placements for the most complex and challenging youngsters is a struggle. The need for regulated placements and the reluctance of providers to consider the most difficult children places great strains on Local Authorities.

Since 2019, Children and Family have been offering a solution to Local Authorities which enables them to meet their sufficiency requirements, retain control of placements within their local area, and reduce cost.
We work with Local Authorities to identify suitable properties within their property portfolios, managing the mobilisation and registration process to convert them to solo or dual placement children’s homes. Children and Family then operate the home under contract for a specified period.

Key Benefits

The key benefit of this approach is that it guarantees the placement is reserved for local children, improving sufficiency. At a time when demand is outstripping availability of placements and children are having to be housed many miles from their local area, this is a significant benefit.
It also enables the Local Authority to control costs. This is partly because the investment in property and refurbishment is carried out by the Authority, often more efficiently than a private provider. However, it also enables the Authority to avoid paying high spot prices for accommodation in a fiercely competitive market.
